The following action plan is a very rough outline of how to start organizing yourself and your community to begin fighting the sustainable movement in your area. The "phases" represent the different comfort levels of the individuals in your group. EVERY level is very important - phase 1 is for those that do not like to "put themselves out there" - but this level is desperately needed for the success of the movement. Level three is for those Type A personalities that love to get out there and stir it up. Of course, each group will tweak this list - but these are the basic things needed to have a comprehensive plan going forth.
